About TVET Professional Development Toolkit for the Pacific
TVET Toolkit Purpose and approach
The TVET Toolkit offers a range of professional development micro-learning resources for TVET practitioners in the Pacific region. These resources are designed for people who want to enhance their skills and knowledge relevant to working in the TVET sector.
The overarching goal is to support the ongoing development of the TVET workforce and to promote good practices in competency-based vocational learning across the region.
The approach used enables TVET practitioners to easily engage in self-directed, informal, lifelong learning that addresses the capabilities required in the TVET sector.
TVET Toolkit Background
The TVET Professional Toolkit was developed in 2021 as part of the Partnership for the ODFL in the Pacific Project funded by the New Zealand Ministry of Foreign Affairs & Trade. This is a collaborative project between the Commonwealth of Learning and the Pacific Centre for Flexible and Open Learning for Development (PACFOLD). The project aims to enhance the capacity and efficiency of policymakers, employers, industry players, and trainers in the Pacific through the use of innovative mechanisms and technology.
The countries involved in the project are Samoa, Fiji, Kiribati, Vanuatu, Solomon Islands, Tonga, Tuvalu, Nauru, and Papua New Guinea.
In 2023-2024 the Toolkit was reviewed and updated. This process was informed and supported by a team of TVET stakeholders from across the region, representing trainers, regulators, policy makers, leaders within training organisations, and employers.
As part of this review, the Toolkit was enhanced to include a new website with additional functionality, as well as several underpinning frameworks that will support development of both the Toolkit and the TVET practitioner workforce in the region.
Components
The TVET Toolkit for the Pacific includes:
- A bank of online learning resources for TVET practitioners, which are available from this website
- A professional development framework for TVET practitioners
- A Capability Mapping Tool for TVET practitioners
In-Country Coordinators
During 2023, seven of the nine countries engaged in the project nominated a member of the project stakeholder group to work as a Toolkit coordinator. These roles advocate for the Toolkit among practitioners across their respective countries. They collaborate with training providers, regulators, and employers to increase the use of the Toolkit resources.
This group also provides valuable feedback about the experience of frontline Toolkit users from across the region, which has shaped the redevelopment of the Toolkit.
Future plans
Several activities are currently underway to further develop the Toolkit. These are:
- Continued development of new resources aligned with the professional development framework.
- Development of a micro-credentialling component of the toolkit aligned with Level 1 of the professional development framework.

The vision for the TVET Toolkit was articulated by the stakeholder group during a four-day workshop in September 2024, at University of the South Pacific in Suva, Fiji.

The purpose
The Toolkit supports TVET practitioner to be self-directed life-long learners. It offers:
- Self-assessment
- Professional development
- Multi-skilling and up-skilling
- Recognition
It promotes TVET practices that meet international standards.
The experience
The Toolkit is user-friendly. That means the website, resources, and assessments are:
- easy to access
- easy to navigate
- written in Plain English
- translated into regional languages
- interactive, so it feels like you are talking to a person.
There is personal support alongside the Toolkit.
The micro-learning resources
The resources are presented in a variety of ways, such as, videos, ppt, and text so people can choose how they use them based on their context and preference.
The micro-credential assessments
The assessment component provides a pathway from informal MCs to formal accredited MCs and to qualification.
The Toolkit provides clear information about the MCs and types of credentials offered.
